After excelling at BVI High School and Montserrat Secondary School (MSS) with eight O’Levels, she pursued an Associate’s degree in Business with a concentration in Finance from H. Lavity Stoutt Community College (HLSCC). Her passion for economics led her to the University of the West Indies in Jamaica, where she earned a Bachelor’s degree in Economics and Statistics. She furthered her studies with a Master’s degree in Official Statistics from the University of Southampton, UK, consistently earning accolades such as placements on the Dean’s List, President’s List, and the Outstanding Performance in Service Award.
Siobhan remains grounded and deeply committed to community service. Her professional career began as an accounts clerk at MONLEC, where she gained valuable financial management experience. Transitioning into public service, Siobhan served as a Statistician, developing her analytical skills and a comprehensive understanding of Montserrat’s socio-economic landscape. Her role was pivotal in shaping public policies through accurate data collection and interpretation, ensuring that decision-makers had reliable information to guide their choices.
As Chief Statistician, Siobhan oversaw Montserrat’s statistical system, modernizing data collection methods and enhancing the quality and timeliness of key indicators. Her leadership was instrumental in making statistical information accessible to the public, reflecting her commitment to transparency and the belief that official statistics should benefit all Montserratians.
Siobhan’s political journey began with her early involvement in the Montserrat Democratic Party, inspired by her father. Her dedication was evident when she became the first female youth Chief Minister in 2008, leading her party to victory. Her commitment to community resilience and service is evident in her work with the Montserrat National Trust, the Montserrat Red Cross, and the Rotary Club of Montserrat. Siobhan is also a former Corporate Governance Member of the SPCCU, and Board member of the SSF.

Siobhan has held leadership roles with the Montserrat Students’ Association at the University of the West Indies, served as a UWISTAT Vice-Chancellor Ambassador, former Youth Chief Minister, and CARICOM Youth Ambassador. Today, she continues to advocate for young leaders as the liaison officer for the Interact Club of Montserrat and Parish Youth Coordinator for the Anglican Vestry. Her commitment to volunteerism is further reflected in her contributions to The Montserrat Track Alliance and the Going the Extra Mile (GEM) program, ensuring that her work positively impacts the island’s future generations.
